Meet the City Manager

Precia Garland began her career as Ionia’s City Manager on March 1, 2021. Prior to coming to Ionia, Garland was county administrator for Missaukee County, executive director of the Munson Cadillac Hospital Foundation, and deputy city manager for the city of Cadillac. She possesses a Bachelor’s degree in political science and economics and a Master’s of Public Administration degree, both from Central Michigan University. Garland grew up in Ionia County and is also a proud graduate of Saranac Community Schools.

Duties of the City Manager

The City Manager is responsible for appointing, directing, and supervising all administrative officers of the City, including:

  • Downtown Development Authority Director
  • Finance Director
  • Parks and Recreation Director
  • Public Safety Director
  • Public Utilities Director
  • Public Works Director
  • Public Transportation Director
  • Ionia Theatre Director
The City Manager is also responsible for:

  • Preparation of the annual city budget and capital improvement program.
  • Overseeing that all laws, provisions of the City Charter and directives of the City Council are faithfully executed.
  • Preparing reports for the City Council on matters of the City.
  • Providing staff support to the City Council.
