When a personnel vacancy occurs, the appropriate supervisor and the city manager will conduct a joint review of the position. Each and every position that becomes available shall be reviewed to ensure that the guidelines, job description, and need is present prior to filling such vacancy. The most suitable individual for the position shall then be carefully chosen, after considering those from within the City organization.
